It is alleged Kempster caused a car to crash into motorcyclists Andrew Cuthbert, a 58-year-old engineer from Bishop’s Waltham, and Gary Groves, 62, from Southampton.
Wearing a black coat and jeans, Kempster, of Church Lane, West Meon, spoke only to confirm his name and address.
He entered no plea and was bailed to appear at Portsmouth Crown Court on December 7.
