Relegated sides Charlton, Wigan and Hull will instead be allowed an input.
What’s more, Blues chief executive Mark Catlin believes a mini auction could take place in the third tier before the vote.
That is because the Football League have scrapped plans for a June 30 deadline before players qualify for inclusion under the proposed.
